Substitute (Lies For Fact)

I think it was Angela Davis who observed that any time George Bush said ‘democracy’, you should substitute it with ‘capitalism’ in order to understand what he really means.

Thus:

“The international community should work with the Cuban people to begin to build institutions that are necessary for democracy,” Bush told reporters during a visit to Rwanda.
